The HIFR Lights are mounted so that they identify and assist any approaching pilot, to line up with the HIFR area.

The general Obstruction/Obstacle Lights are mounted, so that they identify to any approaching pilot the outline of the vessels superstructure, which would present a hazard to flying.  Obstruction Lights identify fixed obstructions on the superstructure.  Obstacle Lights identify moving obstacles, e.g. a crane.
